G-38 When the French-owned Ottoman Bank established the Ereğli Company-i Osmaniyesi in 1896 and obtained the coal production concession in the basin, it first started the construction of a port consisting of a single breakwater, and then established the peninsula at the top of the port as the "French Quarter". Families of the company were placed in the houses built here. On the rocky area just north of the harbor breakwater, a lighthouse was built in 1908 at a height of seventy meters from the sea. With the French leaving the city in 1921 and the proclamation of the Republic, nationalization policies were implemented in the basin. In 1940, coal production was transferred to Ereğli Coal Company. In 1945, it was deemed appropriate to add civil servants and labor estates to the General Management Preliminary Project of the region. Following this, housing, school, economy market, social and sports facilities were built in the area. As of 1948, company employees started to move to this district.

Today, located on an area of 278,000 m2, Fener District has facilities such as the Governor's Mansion, social facilities and businesses, sports facilities, a promenade, and a children's playground.
